The second level of prophetic declaration is seen in the passage below:

I looked, and tendons and flesh appeared on them and skin

covered them, but there was no breath in them.

Then he said to me, “Prophesy to the breath;

prophesy, son of man, and say to it, ‘This is what

the Sovereign Lord says: Come, breath, from the

four winds and breathe into these slain, that they

may live.’” (Ezekiel 37:8–9)

In the verse above, we read about how Ezekiel prophetically saw bones coming together, and flesh appearing. However, there was no breath in them. What good are plans and structures if God has not breathed life into them? They’d remain dead and fruitless. The destiny we are living into needs life.

Sometimes, prophetic declarations do not receive the life it needs. Does it mean the prophet is a false prophet? No, it simply meant something lacked integrity. There was a part in the prophecy’s recipient that was not working, and therefore, something was missing to complete the prophetic fulfillment. The Lord had to say to Ezekiel—go back! He was told to prophesy to that part that did not receive life. God did not tell Ezekiel to repeat the prophecy from the beginning. However, God did tell Ezekiel to prophesy to the part that was not working and command it to line up with God’s plans and purposes.

When there is something missing, or when we encounter breakdowns in declaring a prophetic word, it does not mean that we failed or we heard God wrong. It usually means we need to step into the next level of prophetic declarations, in order to see life come into which God is longing to bring life into.
